ในกรณีที่คำขอรับใบอนุญาต รวมทั้งข้อมูล เอกสาร และหลักฐานถูกต้อง และครบถ้วน ให้ผู้อนุญาตพิจารณาคำขอรับใบอนุญาตให้แล้วเสร็จภายในสี่สิบห้าวันนับแต่วันที่ได้รับ คำขอรับใบอนุญาต รวมทั้งข้อมูล เอกสาร และหลักฐานจากผู้ขอรับใบอนุญาต ในกรณีที่ผู้อนุญาตมีคำสั่งไม่อนุญาต ให้มีหนังสือแจ้งให้ผู้ขอรับใบอนุญาตทราบพร้อมด้วย เหตุผลและสิทธิอุทธรณ์ภายในสิบห้าวันนับแต่วันที่มีคำสั่งไม่อนุญาต
