ภาคีสมาชิก ได้แก่ บุคคลผู้มีคุณสมบัติและไม่มีลักษณะต้องห้ามตามมาตรา ๑๔ และมีคุณวุฒิตามมาตรา ๑๕ ซึ่งสมัครเข้าเป็นภาคีสมาชิกของสำนักใดสำนักหนึ่งตามข้อบังคับ ราชบัณฑิตยสภาและสำนักนั้นได้มีมติรับเป็นภาคีสมาชิกแล้ว
