ผู้สมัครเป็นภาคีสมาชิกต้องมีคุณสมบัติและไม่มีลักษณะต้องห้าม ดังต่อไปนี้
(๑) มีสัญชาติไทย
(๒) มีอายุไม่ต่ำกว่าสามสิบห้าปีบริบูรณ์
(๓) ไม่เป็นคนไร้ความสามารถหรือคนเสมือนไร้ความสามารถ
(๔) ไม่เคยได้รับโทษจำคุกโดยคำพิพากษาถึงที่สุดให้จำคุก เว้นแต่เป็นโทษสำหรับความผิด ที่ได้กระทำโดยประมาทหรือความผิดลหุโทษ
(๕) ไม่มีความประพฤติเสื่อมเสียอย่างร้ายแรง
