วิธีประกวดแบบ เป็นงานจ้างออกแบบหรือควบคุมงานก่อสร้างที่หน่วยงานของรัฐ เชิญชวนผู้ให้บริการที่มีคุณสมบัติตรงตามเงื่อนไขที่หน่วยงานของรัฐกำหนดให้เข้ายื่นข้อเสนอ เพื่อออกแบบ งานก่อสร้างที่มีลักษณะพิเศษ เป็นที่เชิดชูคุณค่าทางด้านศิลปกรรมหรือสถาปัตยกรรมของชาติ หรืองานอื่น ตามที่กำหนดในกฎกระทรวง
